Factum has completed an official-address reconciliation for a bounded City of Los Angeles compliance snapshot. The accepted snapshot contains 1,334 2025 EBEWE program records; 535 matched an official BOE address under exact or direction-normalized exact-ZIP rules, and 516 form one-PIND/one-APN candidates. The exact historical screen has now been recovered: it excluded Multifamily Housing, Senior Living Community, Residence Hall/Dormitory, Residential Care Facility, and Other - Lodging/Residential after requiring reported area above 50,000 square feet. The filtered CSV bytes and row-level address/PIND/APN output remain missing, so these candidates are not accepted physical buildings and cannot yet be re-audited.
What the current denominator means
This Public Seed documents a complete 1,044,800-row official BOE address snapshot and the accepted deterministic match method. It keeps program IDs, reported addresses, PINDs, APNs, parcels, buildings, and campuses separate while 799 unmatched records and the conflict partitions are reviewed. The current-source drift is visible and is not substituted for the historical accepted snapshot. Socrata documents a conditional recovery route for DataSync-uploaded source files for at least 30 days; the August 11 snapshot is inside that interval, but public evidence does not establish that this dataset used DataSync and the archive requires publisher access.
2025 EBEWE screened program records
Distinct LADBS program Building IDs with reported area above 50,000 square feet and a known nonresidential or mixed-use property type. A program ID is not automatically one building.

Complete City BOE Addresses export captured August 14, 2026; rows carry address components and parcel identifiers, not ownership or physical-building identity.
Exact or direction-normalized address matches
Program records matching an official address and ZIP under the documented deterministic rules; fuzzy and house-number/street-only candidates are excluded.
One-PIND/one-APN candidates
Matched program rows with one candidate official parcel identifier and one APN after bounded APN verification; still not accepted parcel-to-building merges.
Incomplete current-screen diagnostic IDs
Distinct 2025 EBEWE Building IDs captured August 14, 2026 after applying area and non-null property-type conditions but before the five now-recovered residential exclusions. This later-vintage diagnostic is intentionally incomplete and does not replace the accepted 1,334-record snapshot.

01How many large Los Angeles buildings did Factum find?+
The source screen contains 1,334 program records, not 1,334 verified buildings. It may include campuses, reported multi-building properties, duplicate addresses, and self-reported property boundaries.
02How many records matched an official address?+
Five hundred thirty-five matched under exact or direction-normalized exact-ZIP rules. Of those, 516 currently form one-PIND/one-APN candidates; no candidate was promoted to an accepted building identity.
03What conflicts remain?+
Nineteen matched rows are PIND/APN ambiguous or missing and 799 remain not exact-matched. The 53 AIN-suffix contradictions and 45 rows in 17 duplicate normalized-address groups are overlapping quality-control flags, not additional outcome buckets.
04Does this cover the full metro?+
No. The source is limited to the City of Los Angeles. Los Angeles County outside the city and all of Orange County remain outside this bounded source layer.
05Can these candidates be used for dispatch?+
No. Graph Mapped, Verified, and Dispatch Ready are separate states; this metro packet has zero records in each state.
06Can the missing August 11 source file still be recovered?+
Possibly, but not from the public evidence currently available. Socrata documents at least 30 days of retention for files uploaded through DataSync, placing August 11 inside the stated interval on August 14. That documentation does not prove this LADBS dataset used DataSync, and the archive path requires publisher rights. The live export cannot substitute for the missing bytes.
