Factum has completed a bounded, reproducible Miami-Dade building-footprint audit, not a metro building census. The current official BuildingList2024_50kplus layer contains 5,665 footprint rows, 5,649 distinct nonblank UBIDs and 4,067 distinct folios. The prior 3,497-folio candidate denominator is not reproducible from the public source contract and is withdrawn from current use. Broward and Palm Beach remain uncovered.

What the current denominator means

This Public Seed keeps building-footprint records, UBIDs, assessment folios, parent folios, parcels, physical buildings and campuses separate. An ordered 5,665-row OBJECTID/UBID/FOLIO/PARENT_FOLIO manifest is preserved as a 535,358-byte UTF-8 artifact with SHA-256 b407c2f571b7929d5b8dbeb82517ee9423221ba92ca57f1703b04ac313fcf7d1. The rows include 854 folios with multiple footprints and 16 duplicate-UBID excess rows. Six deterministic 25-folio batches returned 150 exact Property Appraiser folio identities without a failed request or conflicting return. Five folios in positions 126–150 each retain two footprint rows; none of these assessment matches collapses footprint, parcel or building identity.

Deterministic assessment-reconciliation receipts

The first 150 lexicographically ordered distinct folios each returned an exact folio identity from the official Property Appraiser service across six bounded batches, with no request failure or conflicting return. Five folios in positions 126–150 each retain two source footprint rows, and all selected manifest and returned Property Appraiser parent-folio fields in that batch were empty. The batches retain source DOR classification, site address, legal description and parent-folio fields for each response. These receipts validate the bounded assessment lookup path only; they do not merge footprint, parcel or building identities or define DOR eligibility.

01How many large Miami buildings did Factum find?+

Factum has not accepted a physical-building count. The bounded official layer has 5,665 footprint rows linked to 5,649 distinct UBIDs and 4,067 assessment folios; those are different source grains.

02Why was the prior 3,497-folio denominator withdrawn?+

The public source contract and exact predicate needed to reproduce that cohort were not retained. The current official 50,000-plus layer instead reproduces 5,665 footprint rows and 4,067 folios, so Factum will not reverse-engineer or relabel an unsupported subset.

03Does one UBID equal one verified building?+

Not yet. Miami-Dade describes UBID as a building identifier derived from footprint geometry, but the live bounded layer has 16 excess rows in duplicate-UBID groups. Those conflicts require review before a uniqueness or building-identity claim.

04Does one folio equal one building?+

No. The Property Appraiser defines a folio as a 13-digit property or parcel identifier. In this slice, 854 folios link to multiple footprint rows, so folio, footprint and building identities remain separate.

05Do Florida DOR codes define the eligible building universe?+

No. They are assessment land-use classifications and may include local four-digit refinements. Any project allow or deny mapping remains provisional until its exact codebook and selection contract are accepted.

06Does this cover the full Miami metro?+

No. Miami-Dade is one of three counties in the MSA. Broward and Palm Beach require separate official enumeration and reconciliation.

07Can these records be used for dispatch?+

No. This bounded source packet has zero Graph Mapped, Verified or Dispatch Ready records and contains no operating rules.

08Is there now a reproducible Miami-Dade source manifest?+

Yes. The ordered OBJECTID, UBID, FOLIO and PARENT_FOLIO projection contains 5,665 rows and is preserved as a 535,358-byte UTF-8 artifact with SHA-256 b407c2f571b7929d5b8dbeb82517ee9423221ba92ca57f1703b04ac313fcf7d1. All PARENT_FOLIO values were blank in this bounded layer; that is an observed source state, not a parent-child inference.

09How much of the Miami-Dade assessment lookup has been checked?+

The first 150 lexicographically ordered distinct folios have been checked in six reproducible batches. All 150 returned the requested folio identity from the official Property Appraiser service. This is a source-path check, not a claim that a folio equals a building, that a source DOR class is project-eligible or that the metro census is complete.
